How this domain sits on the OS
No-cool / no-heat volume is a weather-and-demand problem (v0.1 §25) before it is a route problem. Maintenance capacity is demand-first: sales opportunity weights Selling Techs on older systems, but a qualified available technician is dispatched rather than holding the customer for an ideal closer (§26). Electrical disconnects and condensate still belong on cross-trades when another license can stop the job.
